About. I consider myself a thoughtful, analytical, persevering, careful and proactive person with the will to excel. I think of myself as a disciplined, punctual, precise, sober and polite individual. I also judge myself a discreet, cordial, likeable and friendly fellow. He earned a Bachelor's degree in Economic Science and Management and a Master's degree in Economic Science - Quantitative Methods from Università Politecnica delle Marche in Ancona, Italy. Furthermore, He holds a postgraduate Master's degree in Economics (MEI) with specialisation in Quantitative Methods from University of Rome Tor Vergata, where he has also attended the Ph.D. programme in Econometrics and Empirical Economics (ABD). His research themes were focused on "Factor Models in High-Dimensional Time Series" with applications in monetary economics, energy economics, financial economics and business cycle. In this period, I investigated the structural causes of the great financial crisis of 2007-2008 with diverse perspectives: from economic theory to financial mathematics. Moreover, I would also like to remember that my focus was on the statistical methods and systemic nature of that global crisis. I consolidated my knowledge on the above topic with courses and seminars in fields such as corporate finance, asset pricing, quantitative finance, banking, statistics, econometrics and forecasting. Briefly, his main areas of interest include econometrics, statistics, machine learning, time series analysis and forecasting as well as financial econometrics, risk management and macroeconometrics. In particular, the research fields are multivariate time series analysis, high-dimensional statistics, parametric and non-parametric methods as well as statistical learning, with a focus on shrinkage and regularisation. I appreciate also bayesian econometrics, above all the VARs for large datasets. With regard to the research in econometrics, the emphasis lies on the development of statistical models and methods with applications in financial econometrics, quantitative risk management and macroeconometrics with a focus on dynamic factor models and, generally, on multivariate time series modelling.

Additionally, I was raised in Francavilla al Mare, the area of Chieti, precisely I grew up between Abruzzo, Lazio and Marche. Furthermore, I would like to declare that I was born in Foggia, the old settlement known as Argos Hippium, Apulia, Italy on March 29th, 1979. In particular, most of my ancestors are from San Severo. Specifically, my maternal ascendants are the families of Totaro and La Donna. I spent both my childhood and adolescence around my country, (in chronological order) in the cities of Bari, Pescara, Tivoli, Teramo and Pesaro. My home address was in Francavilla al Mare, province of Chieti, in the region of Abruzzo (I arrived in 1984) and later, I resided in the city of Pesaro (I arrived in 1996). Today, my residence is in Fano (since 2006), province of Pesaro and Urbino, in the region of Marche. At this point, I desire to declare that I regard myself as a guy from the central Italy and I attached to it. I consider the south of Italy and then Apulia the land of my loving grandparents. At that stage, I want to reveal some personal preferences and interests. I like Italian and International cuisines as well as preferring brunch. I occasionally smoke cigars. I enjoy sports activities as jogging, biking, swimming, free diving, football, tennis and snowboarding. I appreciate motorcycle racing, formula 1, off-road races, basketball games and yacht racing. Moreover, I like classical music, jazz, pop, rock and house. About classical music, I would like to remember Maestro C. Abbado and his execution of symphony n.9 by L. van Beethoven as well as Maestro M. Pollini and his execution of the "Nocturnes" by F. Chopin. I also cultivate a concern in cinema and comics. I have also an innate interest for drawing-industrial design (ie. S. Pininfarina, R. Piano), linear algebra, history, motorcycles and aviation with a particular focus on military aircraft, therefore for the Italian AF. Furthermore, I appreciate architecture (ie. A. da Sangallo the Younger), painting, poems (ie. Homer), philosophy, latin, galleries and museums as well as archeology, anthropology, social sciences and policy-making. In particular, I am fascinating by the Greek-Roman culture and history: philosophy (in particular the stoicism), literature and with a particular emphasis on the roman engineering: I consider the aqueduct a sort of summary of the classical civilisation. Background in econometrics and statistics with a considerable appreciation for the observational approach with regard to its more ancient acceptation: since the times of schools of philosophical thought as the Epicureanism, the Skepticism and the Stoicism until the days of the Empiricism. In particular, in the fields of Econometrics, Empirical Economics and Financial Econometrics, I prefer to avoid dogmatic stances although I acknowledge the importance of theory. Operations Research and Statistics. In the context of industrial policy the principal reference, since the times of my undergraduate studies, in economic and statistical science, is "La scomparsa dell'Italia Industriale" by Luciano Gallino. The Italian gaps described in the above text as well as some deficiency in the management of public infrastructures are more serious if we look at our history. In this regard, I desire to remember some authors. In the "Natural History", Pliny the Elder (23 to 79 AD) writes "If we only take into consideration the abundant supply of water to the public, for baths ponds, canals, household purposes, gardens, places in the suburbs, and country houses; and then reflect upon the distances that are traversed, the arches that have been constructed, the mountains that have been pierced, the valleys that have been levelled, we must of necessity admit that there is nothing to be found more worthy of our admiration throughout the whole universe" (1857, 353 to 354). Moreover, we can remember the arguments of the Greek historian Dionysius of Halicarnassus (c. 60 to 7 BC) in his "The Roman Antiquities of Dionysius Halicarnassesis". He considered the aqueducts one of "the three most magnificent works in Rome," the other two being paved roads and sewers. The aqueducts were a testament to the "greatness of the Roman empire". Edward Gibbons (1737 to 1794), in the "the Decline and Fall of the Roman Empire", defines the aqueducts of ancient Rome as "among the noblest monuments of Roman genius and power" thanks to "the enterprise, the solidity of the execution, and the uses to which they were subservient" (Gibbons 1900, 70). The first aqueduct was the Aqua Appia, erected in 312 BC by the censor Appius Claudius Caecus (c. 340 to 273 BC). The social turbulence of the first century was a period of negligence for the public works. The ascension of Augustus (63 BC to AD 14) is linked to a period of renewal in the fields of constructions and refurbishments. I would like to remember Gaius Suetonius Tranquillus. "Sed ut salubrem magis quam ambitiosum principem scires, querentem de inopia et caritate vini populum severissima coercuit voce: satis provisum a genero suo Agrippa perductis pluribus aquis, ne homines sitirent". Ethical Principles and Denomination. I received a Catholic education by the Franciscan Sisters of St. Anthony of Padua in Francavilla al Mare, in particular by Sister Giuliana, and later on by Don Amato and Sister Agnese in the Diocese of Tivoli. My Catholic background has also been formed by my family with an important role played by my grandmothers. I consider myself christian. In particular, I look at Christianity as expression of the sensitivity of the ancient Rome: i.e. Cato the Elder, a defender of Roman values. Moreover, remembering the arguments of Pope Benedict XVI about christianity as religion of the logos, I like to look at the Holy Bible and similar sacred writings as political essays of local kingdoms: it's from this perspective that I consider my primary reference text the "Meditations" by Marcus Aurelius. Additionally, I desire to declare my preference for tolerant religious policies inspired by figures such as Augustus, Antoninus Pius and Constantine I. Lately, Frederick II of Hohenstaufen with examples of detente during the years 1228 and 1229 between the Holy Roman Empire and the Arab culture as well as important events such as the "Peace of Augsburg"† and the "Peace of Westphalia" promoted by Charles V and Ferdinand III respectively. Moreover, I would also like to explain that I believe in the catholicism as unique state religion. At this point, I desire to remember the contribution of the Catholic Church in terms of social assistance, rites, saintly figures, intellectual efforts (inter alia doctors of the Church, educators, and exorcists) and cultural movements††. Finally, I desire to reiterate my affinity to Christianity and related catholicism. I look at the coming of Christ as a message of hope for the entire humankind as well as providing a point of view distinguished by a deep compassion. I have also some important critical comments about the catholic approach especially regarding its political activities, the moral hazard problems as well as supporting the maxim "Render unto Caesar"†††. However, I personally believe that the Roman Catholic Church supervises my ethical principles besides representing a bastion against evil. I also consider christianity†††† as leading element in order to reinforce the humanistic values of the classical culture, therefore of the entire western civilization.

In this regard, I desire to remember the motto of the Distinguished Order of the Golden Fleece that I particularly appreciate in this context: Pretium non vile laborum. Again, in this field, I also desire to cite Warren Buffett in order to remember his self-composure. Additionally, I intended to declare my affinity with the ideas about the safeguard of private property, probably not in contrast with the encyclical "Rerum Novarum" by Pope Leo XIII as well as appreciating the preservation of Nature: in line with the precepts of Pope Francis. State Institutions and Government. Generally speaking, I believe in Institutions with a Roman etiquette* in terms of sensitivity and aspirations**. Specifically, I am attached to the Classical Culture as well as I share the traditional Roman values: expressions of the Mos Maiorum code and inspiration of the management system of a state. In this regard, I appreciate the arguments of Cato the Elder. In view of the above considerations, I consider the Roman Principate my favourite form of government: precisely, I regard the Senatus and related Princeps*** as benchmark in terms of authorities as well as aristocracy. Furthermore, in line with the English historian Edward Gibbon****, I desire to remember the main characters of a period of political and social stability, also known as the Age of Balance: Nerva, Trajan, Hadrian, Antoninus Pius and Marcus Aurelius. In particular, I appreciate the eminent figure of Antoninus† for his composure and the regard to the Senatus. I also like his respect for the Roman mores as well as the good governance. In conclusion, I desire to explicate my highest consideration for the principles behind the constitution of a state as expression of freedom since the days of the Magna Charta Libertatum in Britain later becoming precious precepts of the enlightened thought acting as valid instruments in order to avoid authoritarian regimes†† as well as representing a fundamental goal††† for the entire humanity. However, I would also like to express prudence about the framework of these important codes. Perhaps my cautious stance in this field could be said to resemble a traditional British approach††††. Finally, I desire to end this brief review about institutions and government with the Medicean motto regarding the virtue of prudence that I particularly appreciate: Festina Lenteº.
* I would like to explain better my idea of Roman etiquette with some quotes. A passage of the book "Tiberius" from "De vita Caesarum" by Gaius Suetonius Tranquillus. "Dixi et nunc et saepe alias, p.C., bonum et salutarem principem, quem vos tanta et tam libera potestate instruxistis, senatui servire debere et universis civibus saepe et plerumque etiam singulis". Additionally, from The Annals by P. Cornelius Tacitus. Although with some criticisms about the authoritative figure of Tiberius Claudius Nero (Ti. Caesar Augustus), I consider the above-mentioned arguments an important cultural reference point in terms of governance. I believe also that he was able to project the values of the Ancient Romans and Classical Civilisation (seeing in him the figure of Appius Claudius Caecus) into the context of the Principate. Moreover, I look at Tiberius as a benchmark in terms of dignity, self-control, restraint and á¼€ριστοκρατία (optimates). In this regard, I like the traditional American definition of society in terms of gentlemen and simple men. ** In this context, I consider my reference point the Res Publica Populi Romani. In particualar, I appreciate the contribution of eminent figures of the Claudia gens such as Appius Claudius Caecus, Tiberius and Claudius. Additionally, if someone wants to remember the origin of my surname (dialectal variation of Nero in the North of Apulia and Nerone is the Italian translation) then allow me to declare the regard for the above-mentioned consul (probably in line with the tradition of the Patrician Claudii) as a perfect compendium of my values, especially regarding his ideas of composure, industry and Roman Pantheon. Finally, I desire to add that, I known the probable origin of my surname around years 2013-14.
*** I have some important criticisms about the central figure of C. Iulius Caesar Octavianus (Imp. Caesar Augustus) probably in line with the traditional historiography. In addition, I believe that it is appropriate to use valid methods to analyse his policies. In this regard, I appreciate the argumentations of scholars such as Socrates, Plato, Marcus Tullius Cicero and Marcus Aurelius. However, I look at him as the Magnus Princeps on the basis of his actions, especially regarding the ability to restore the ancient Roman spirit as well as assembling different characters and cultures. Moreover, I consider him an excellent example of prudence, management and reformism which has been able to save the kingdom, its people and the civic institutions, renewing the state as well as revealing an exceptional peaceable temper. In other words, I consider him a second Romulus. "The reformation of the senate was one of the first steps in which Augustus laid aside the tyrant, and professed himself the father of his country". "but it was reserved for Augustus to relinquish the ambitious design of subduing the whole earth, and to introduce a spirit of moderation into the public councils". Roman Principate and Policies. In this section, I would like to recall the reforms during the times of the Principate of Claudius as reference point in terms of conservative reformism*. In particular, I appreciate the restoration** of both the republican traditions and the ancient roman customs. In this regards, he strengthened the authority of the senate as well as reintroducing the censure. I also appreciate his balanced attitude in the the religious field, able to blend tolerance and restoration. At this stage, I desire to remember my traditional conservative view in ethics*** as well as considering the arguments of laic and/or clerical intellectuals with solid humanistic backgrounds, so authoritative figures, on the most important subjects regarding the moral principles****. In the field of the public works we can remember the aqueduct and the Imperial harbour. Furthermore, I personally believe that he has been unlucky in his conjugal life, simply unlucky. At this point, I intended to remember the strengthening of the authority of the senate with elements from the equites and from the roman provinces. I believe that his academic background has been a solid premise in order to gauge the interventions of the economic and social policies that Rome needed at time as well as supporting an overall view about the strategic line at the base of the Roman Principate. In this regard, I desire to specify that I consider the Principate of Claudius in line with the traditions of the Gens Claudia, and so an authoritative successor of the work of Appius Claudius Caecus and Tiberius. Institutional Design and Stability. In the context of the institutional architecture I would like to explain that I look at the Anglo-Saxon model in its broadest sense* as a fundamental cultural reference for my idea of Institution with a Roman etiquette** also conforming with the main elements of the Principate***. Additionally, I would like to remember that I consider myself a conservative**** and I desire to declare my reluctance to revolution and revolutionary approaches as well as nonconformist attitudes: probably in line with the arguments of Klemens von Metternich. Considering that I have cleared it up, permit me to cite a sentence by Lucius Annaeus Seneca† as a support for my unusual position such as that on the government institutions: "Nihil ergo magis praestantum est, quam ne pecorum ritu sequamur antecedentium gregem, pergentes non quo eundum est, sed quo itur". Before the ending of this section, I need to apologise for the concise nature of this compendium despite the fact that I touch upon arguments as important as they are complex issues regarding elaborate social matters and dynamics. In conclusion, I would like to remember that there are several citations of important figures and well-established institutions as well as authoritative media. Nevertheless, I always maintain a critical thinking approach regarding their actions and/or initiatives†††. Finally, I would like to conclude with a personal consideration that I consolidated during my permanence in London. I personally believe that a good institutional architecture can create and improve stability as well as supporting economic and cultural prosperity. It can also incentive the most important virtues of the civil society.

I would also like to add that in my opinion the United States of America are a valuable model of Res Publica: I personally consider U.K. and U.S.A. two sides of the same coin. In an Italian context, I acknowledge the important cultural heritage of the Kingdom of the Two Sicilies, the ancient principality of my homeland before 1861. I also appreciate the figure of the first King of Italy Victor Emmanuel II, that I consider a personality with a Roman sensibility.
*** I discuss about the Principate reminding the Res Publica Populi Romani, and therefore a Republican-inspired Principality that I consider my ideal form of government. In general I appreciate a polity with the above-mentioned features, so correlated with the Principate.
**** In this regard, I would like to explain that I appreciate the arguments and actions of important figures such as François-Marie Arouet also known as Voltaire, David Hume, Edmund Burke, John Adams, Theodore Roosevelt, George VI of the United Kingdom and, in the present day, Queen Elizabeth II. I would also like to highlight and remember that the above marble head of Tiberius Caesar at the British Museum was purchased from Edmund Burke. Again, I desire to recall my personal experience about our own innate inclination. I holds a high-school diploma in accounting, economics and law (minor in CS) but it not was my academic preference. In November 1992, my first choice was the scientific high school because I was interested in the degree programme in Industrial Engineering at Politecnico di Milano. In this regard, let me make a consideration. Probably in that case we can substitute personal maturity with disorientation and dismay: also remember my many transfers. Once again, in a stressed scenario innate inclinations probably can have a non-trivial role in order to anchor us to our best aspirations and prospects. Probably this holds true for everyone. Indeed, years later, I am rolled in the Political Economy programme with concentration in quantitative methods at University of Ancona.

Foreign Relations and Equilibria. In this section I would like to recall the presence on my LinkedIn profile of NATO*. In this regard, remembering the above-mentioned arguments, I would like to stress the importance of the geopolitical equilibria especially for Italy, a country in the middle of the Mediterranean. In this context, the diversification of energy supply and source became a crucial point. We need a rigorous approach in order to create a solid stability as precondition of a social-economic growth**. Otherwise, we can invalidate relationships with other countries as well as cultures. At this stage, I would like to remark that it is clear we need to avoid populist approaches because they are particularly dangers in an international context. Moreover, I desire to recall also the presence on my LinkedIn profile of several well-established research institutes on fields such as National Security, Public Safety and Foreign Affairs. In this regard, we can find NDC, ISPI, Chatham House and Foreign Policy Associations as well as The European-House Ambrosetti, The Brookings Institution, CFR and RAND***. At this point, I would like to come back to the issue of populist attitude. We should avoid these socio-political attitudes because they are the premise of threatening scenarios able to create potential conflict situations without improve social-economic prospective. Probably, in line with the traditional Roman view in policy and management I personally believe that populist behaviour can only support the interest of the populists and invalidate, structurally, the social conquests of the civic society. From another point of view**** we could reflect about instruments and possibilities that are available to us in order of intervene effectively: probably we come back to the discussion of a good Institutional architecture. In this regard, we can recall important economic topics probably correlated with structural deficiencies in the field of public management: public debt, public companies and national infrastructure. At his point, we can discuss about the importance of socio-political equilibria: if we don't have internal stability we could express this instability through international affairs in a foreign dimension. The above-mentioned dynamic can be accentuated in the case of Italy. This country represents a non-trivial potential in terms of cultural heritage and economic weight: if we joke with the management of Italy we can have really ill-fated consequences†. Finally, I would like to conclude this section recalling the figure of Lucius Verus and his role in the stabilisation of Europe and Middle East. I personally believe that the stability of the Mediterranean is crucial in a world framework where we have several connections and alliances between countries. The Roman strategy applied by Lucius Verus seems fundamental nowadays, more than in the past.

In the context of populist behaviours probably we can cite the times of Fascism in Italy: we can also remember the Nazism in Germany and Communism in Russia. The recent instability in Europe and Middle East related to the Russian invasion on Ukraine in 2022 and the Hamas attack to Israel in 2023 can be explained with serious mistakes in energy supply management. These wrong decisions could be correlated with structural deficiencies in the Italian political class as well as problems in the Italian civic society. Moreover, we can add that with a poor public management probably we can also facilitate organised crime.

Personal Motivations and Reading. Even though this profile involves a non-trivial individual exposure, after several years of unwanted attention on myself, it was conceived to deal with an impelling need to provide appropriate descriptions of my person in order to avoid untrue characterisations of my own nature concerning bearing, attitude, habits, ethical/sexual/political/intellectual orientation, behaviours, ideals and aspirations. In this regard, I would also like to neutralise counterfeit stories about my conduct, which are far from true personal attitudes as well as contemptible attacks to my name, such as insults and/or defamations: while I remain completely unaware of the reasons that promoted them. More precisely, this portrait could also be interpreted as a sort of public defence of my identity and consequently of my own reputation in addition to represent a valid premise of my preferences in terms of modus operandi so, the leading complement for my professional background which represents the core element of this profile. Therefore for all these reasons it was inspired by the principle of transparence*. In this regard I desire to mention a sentence by a famous Italian scientist: "parlare oscuramente lo sa fare ognuno, ma chiaro pochissimi"**. In the light of the entire subject of this brief compendium, I hope that it is well-explained my cultural identity and the affinity with the Roman ideals as well as the rejection of totalitarian regimes.
